14-074 - RFP: Consulting Services for Health Care Reform Compliance

The City of Springfield, MA, acting on behalf of the Mayor, invites your organization to submit a proposal for Consulting Services to ensure compliance with the new healthcare obligations created by the Affordable Care Act (ACA).


The City is seeking a consultant who can provide an exceptional degree of service that will assist in analyzing our options under the ACA, who will evaluate the impact of the ACA on our operations and who will develop cost effective compliance strategies based on our needs and demographics.
All bidders must follow the instructions in these bid specifications and respond to all requirements.

Purpose

To provide policy and implementation consultation that will make transition under the ACA as smooth as possible and ensures compliance with all aspects of the ACA Law.
Scope of Project
Review and analyze the mandated changes of the ACA and assist the City in insuring compliance with ACA. This includes but is not limited to:
Develop policies and procedures for ensuring compliance with the ACA for all City of Springfield departments.
Assist the City in establishing the necessary tracking of member eligibility for compliance within the required time periods:
Standard Measurement Period
Stability Period
Administrative period
Initial Measurement period

Assist City in developing the tracking mechanism to be used to determine eligibility for tax credits.

Assist in establishing all compliance reporting requirements and workflows.

Develop reporting requirements for compliance with IRS codes 6055 and 6056.

Assist in developing mandated communications to all employees.

Advise the City in identifying Safe havens that will limit the city's exposure to penalties, including the tracking of seasonal and part time employees and their eligibility for benefits.

Requirements:

Provide documentation that supports your ability to assist the City in obtaining compliance with all aspects of the Affordable Care Act.

Provide the costs and the time that you will allocate to the project.

Term of Agreement:

The City intends to award a contract for one (1) year with the option to renew for two (2) additional one (1) periods, subject to the termination and non-appropriation requirements of the contract.
