13-412 - Redevelopment of Vacant Parcels on Central Street

The City of Springfield is requesting proposals for the redevelopment of the following vacant lots located along Central Street:

• NS Central Street (02560-0064) f/k/a 336 Central
• NS Central Street (02560-0060)
• NS Central Street (02560-0063)

The Planning Board has just approved plans to move the lots line and turn these three lots into four buildable lots.

The City will entertain all offers. The City is most interested in proposals to develop attractive, high-quality single-family homes that are consistent with existing styles in the neighborhood. The City is also most interested in experienced developers who can show capacity to develop the site timely and manage and report on federal grant funds.

The Maple High-Six Corners neighborhood is the City's smallest neighborhood. Maple-High/Six Corners neighborhood contains approximately 274 acres of land, plus street. Neighborhood boundaries are portion of School Street and Maple Street on the west; State Street on the north; Walnut Street to the east; and the Mill River on the south. The neighborhood is located within a one mile radius of the Metro Center of Springfield.

The neighborhood includes the architecturally significant Maple Heights and Ridgewood Historic Districts, both listed on the National Register of Historic Places. The neighborhood contains many large, historic mansions that were built along the bluff overlooking the Pioneer Valley and the Connecticut River. The neighborhood also includes the infamous "Mulberry Street" made famous by the book authored by Dr. Seuss "And To Think That I Saw It On Mulberry Street."

The neighborhood was very heavily affected by the June 1, 2011 tornado and this Request for Proposals (RFP) is an important piece of the City's rebuilding process. IMPORTANT NOTE: As an additional piece of the re-building of the Maple-High/Six Corners neighborhood, the City intends to release an RFP for development of three additional parcels along Central Street within the next thirty-sixty (30-60) days. Funding for construction of three new single family homes on these parcels will be HOME funds earmarked for Community Housing Development Organizations (CHDOs).

These parcels of land are located along the Central Street corridor which runs through the center of the neighborhood. The City is most interested in proposals that create four, newly constructed, single family homes that are in character with the existing neighborhood. The City is offering developers up to $932,000 in Neighborhood Stabilization Program (NSP) Funds for the construction of these four homes. All four homes must be sold to owner-occupants that have household incomes up to 120% of Area Median Income (AMI). Construction of at least one home must be completed and funds must be expended no later than March 7, 2014.

The City is in the process of completing a Phase I Environmental Assessment, including soil testing for lead and/or asbestos. The results of this assessment will be included as an amendment to this RFP and developers will have the results available to review prior to the proposal opening date.

While financial benefits of a proposal are important to the selection of the developer, coupled with all selection criteria, the City will also consider the broader fiscal and economic developments to be realized from the project. The City will not be obligated to select the proposer offering the highest purchase price if another proposal better satisfies the selection criteria and other requirements of this RFP as a whole.

Full site plan review by the Office of Planning & Economic Development will be required and approval of design and/or construction plans is at the sole discretion of the City of Springfield. The City reserves the right to impose additional re-use restrictions as it deems necessary.

All bidders are buying property subject to all current zoning and building restrictions. Changes to the use of the property may require a variance. The City makes no representations regarding success of variances and/or specials permit applications.

Properties are being sold "as is" and the City makes no representations regarding the physical or environmental conditions. The selected developer accepts the property "as is" with no exception.

If a nonprofit organization is chosen preferred developer, it will be expected to enter into an agreement with the City to make an annual in-lieu-of-tax payment, the amount of which will be fifty percent (50%) of the tax that would otherwise be paid by a for-profit venture.
