13-402 - Terrazzo Restoration at Four (4) Schools

End date: Thursday June 20, 2013 at 2 p.m.

The work is to be performed at the following locations:

1) Dorman School: Restoration includes the main entrance and adjacent first floor hallways of the Dorman School. The Floor consists of approximately 2,600 sq. ft. of entrance, hall, and lobby floor.

2) Lincoln School: Restoration includes main entrance and adjacent first floor hallways of the Lincoln School. Floor in area consists of approximately 2,900 sq.ft. of entrance, hall, and lobby floor.

3) Duggan School: Restoration includes main entrance consisting of approximately 525 sq.ft.

4) Washington School: Restoration includes the main entrance and adjacent first floor hallway. Floor in area consists of approximately 3,000 sq.ft. of entrance, hall, and lobby floor.

The City of Springfield contractors must meet the following criteria:

1. Contractor must provide proof of active engagement and proficiency in restoration and repair of marble/tone/terrazzo/concrete surfaces, and have been performing restoration/repair work for the last five (5) years. NO subcontractors will be permitted.
2. Contractor must use employees who have received training in marble/stone/terrazzo/concrete refinishing and repair. Training certified by a recognized individual, firm, or association involved in natural stone and terrazzo restoration. All terrazzo technicians must be OSHA 10 hour certified or greater. Supervisors and/or Safety officers must be OSHA 30 hour certified.
3. Contractors must provide at least three references for work completed of a similar nature and size as-that specified in this project.
4. Contractor must provide certificates of insurance with coverage of at least one million dollars in general business liability.
5. Contractor shall have sufficient skilled labor and equipment available to perform all required work in thirty (30) work days or less. Contractor must provide a Project Manager on site at all times.
6. Contractor must use chemical free and sustainable procedures for the restoration of all stone, terrazzo, and concrete surfaces. Absolutely no crystallization/vitrification products shall be used. The use of concrete densifiers is an option that shall be determined by officials and the architect during demonstration and should conform to SCS Indoor Advantage Gold Standard.
(A demo test should be performed by contractor to determine if densifiers make a difference in appearance and/or quality and are desired. After doing so, specs should be modified to allow for densifier application at a pre-determined diamond honing step if it is deemed and improvement and desired. )
7. Contractor must be a member in good standing with US Green Building Council.
8. Contractor must provide a letter or certificate that demonstrates they have received training in stone and terrazzo restoration.

SCOPE OF SERVICES:

1. Restoration: All work performed on the hard surface shall equal reflective value and appearance to that of the "test area" method per part 5.0 (A)
2. Resurfacing Procedure: Wet diamond grinding, honing and subsequent polishing shall be performed using industrial grade equipment specifically designed for stone honing and polishing work. The designated restoration area shall be honed according to procedure established in the test area. All zinc/brass strips for terrazzo must be flattened according to procedure established in the test area. Care should be taken to avoid overlap and swirl patterns on the adjacent surface. Any tile lippage which constitutes a trip hazard shall be removed with established chemical free diamond grinding and honing. Once the floor has been thoroughly honed in accordance with procedures established in test area, polishing should be performed according to procedure established in the test area for polishing.
3. Prior to starting restoration job, contractor shall perform an evaluation test section area in accordance with part 5.0 (A). This section shall be left for evaluation of durability, ease of cleanliness, natural shine, and safety by in house maintenance crew for up to 1 (one) month.
4. Wet Grinding: Contractor must use a wet grinding process for purposes of eliminating dust deposits and indoor air quality concerns. Vacuum systems commonly used in dry grinding operations do not capture all of the dust created.
5) All adjacent surfaces shall be protected from any work performed in this section.
6) Deep scratches and gouges shall be removed by established grinding procedure unless it is deemed that specific area grinding will create a dish or bowl in the floor. Deep gouges or scratches not removed by grinding shall be repaired in accordance with the repair procedure listed below.
7) Terrazzo/Concrete Repair Procedures: Repairs shall be made prior to completing all step so of the honing procedure. Any holes, cracks or chips deemed repairable should be thoroughly routed out and cleaned of dirt and debris. The holes, cracks or chips should be allowed to thoroughly dry prior to using an approved fortified color matched Portland cement and aggregate to fill in repair area and make flush with existing terrazzo/concrete surface. Proper cut time should be allowed prior to continuation of honing and polishing process in repair areas.
8) Water Recycling and Slurry Disposal: All slurry generated by contractor shall be picked up and dehydrated on site to remove all water. Slurry solid shall than be removed by contractor and disposed of in accordance with local and state codes. To avoid environmental hard, no slurry shall be dumped down the drain during the grinding process. Water used shall be recycled so that a minim of 40% of water is reused.
9) Edge Work: All edges will be ground and honed to blend with entire floor so that final finish is equal in appearance. Edge work will be conducted to within ½" of any walls.
10) Baseboard: All terrazzo base board shall be thoroughly cleaned to remove grease, oils, dirt, waxes, and other contaminants.
11) Slip-Resistance: Contractor shall obtain and record slip resistance readings on the finished terrazzo/concrete floor and ensure the Coefficient of Friction satisfies the ADA recommendations for slip resistance.
12) Slurry Disposal: The contractor must submit for review the disposal plans for the wet slurry that is created from the grinding process. This slurry should not be directly dumped down the drain as it can cause blockage problems in piping and it can create problems in water treatment plants.
13) Contractor shall ensure all work areas are kept clean and organized during and after each work shift.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
