13-031 - Operation of Early Childhood Education Center at Putnam Academy

Roger L. Putnam Vocational Technical Academy (Putnam), located at 1300 State Street, Springfield, MA wishes to obtain the services of a licensed early childhood education organization to develop and manage an early childhood education center ("Center") to be located within the new Putnam high school. This resource will serve as a training facility for Putnam students as well as serving the child care needs of the students, staff and faculty of Putnam and the general public. The successful proposer will be responsible for the licensing, supervision and staffing of the Center as well as the operation of the Center as a training site. The operation of the Center will be at the sole cost and responsibility of the successful proposer.

Any needed building improvements to accommodate the successful proposer's program will be at the sole cost and responsibility of the successful proposer, and all aspects of oversight, design and construction must be approved by the City in advance, and must be performed by the successful proposer and such oversight, design and construction services must be procured in compliance with all applicable laws, including but not limited to Massachusetts General Laws Chapter 149.
The City of Springfield, Mass., acting by and through its Office of Procurement and School Department, wishes to obtain the services of an early childhood education organization to develop and manage an early childhood education center ("Center") to be located within the new Roger L. Putnam Vocational Technical Academy ("Putnam"), and to provide an off-site early education center located in Springfield, MA,, where Putnam students may obtain teacher-supervised clinical experience in the early childhood education field, at no cost to the School Department. The Center at Putnam will be used as a hands-on training site for students in the Early Education and Care program.


The selected proposer must not only agree to operate the Center within the school, serving the general public and the school population during the normal school hours, but it must also operate the Center from 7:00 A.M. to 5:00 P.M. and remain open during school vacations. The selected proposer will service 12 to 15 pre-schoolers within the space described below, providing a Director and Lead Teacher as well as the day-to-day operational consumables and food.


Proposals will be received until 2:00 p.m. on August 15, 2012 at the Office of Procurement. If at any time of the scheduled RFP opening, City Hall or the Office of Procurement is closed due to uncontrolled events such as fire, snow, ice, wind or building evacuation, the RFP opening will be postponed until 2:00 p.m. the next business day. Proposals will be accepted until that date and time.
A Pre-Bid Conference will be held on _August 1, 2012 at 1:00 pm. The meeting will be held at Putnam Vocational Technical Academy, the main reception area conference room, Room A103-A, 1300 State Street, Springfield MA 01109. To be given consideration, any questions must be received by close of business on August 3, 2012. Any and all such interpretations, supplemental instructions or information will be made in the form of written addenda which will be sent to all holders of the RFP. The City, in its sole discretion, may decline to provide the information requested, if it is not deemed relevant to the RFP. Any addenda so issued shall become part of the RFP.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
