13-007 - RFQ: Solar Energy Developers for Energy Management Services

The Request for Qualifications will be available at no charge from two sources beginning Wednesday, August 22, 2012 at 9:00 AM:

1. Online at www.comm-pass.com by selecting the Solicitation tab and using the Browse All, Open by Entity (City of Springfield) option at any time 24 hours a day, seven days a week.

2. In person at the Office of Procurement, 36 Court Street, Room 307, Springfield, MA 01103 during normal business hours, Monday through Friday between 8:30 AM and 4:00 PM., except holidays. Please refer to the bid number and the opening date when inquiring.

Through this Request for Qualifications (RFQ), the City of Springfield Office of Planning and Economic Development is seeking statements of qualifications, under M.G.L. c. 25A, § 11I, from solar energy developers to:

1.Install and operate solar photovoltaic energy with guaranteed onsite electricity generation at Nine (9) municipal sites:;

2.Furnish the City with solar-generated electricity produced by the System(s); and,

3.Assist the City in evaluating which other municipal properties may be suitable for solar energy development.

Springfield is a community of approximately 156,000 residents located in the Western region of Massachusetts. The City is governed by a Mayor and a City Council. Springfield has been on the forefront of energy conservation efforts and the pursuit of renewable energy options.

It is the desire of the City to site several solar projects for the benefit of its citizens and the environment. A Request for Qualifications (RFQ) is being issued to allow the City to determine the project and financial arrangement that best meets the City\\\'s interest.

PURPOSE

The City desires to evaluate sites for solar photovoltaic energy systems and purchase solar-generated electricity for use by the City. The City seeks Statements of Qualifications, under M.G.L. c. 25A, § 11I, from qualified entities in the business of planning, designing, financing, installing, owning, operating and maintaining solar power electric generation facilities to finance, install, own, operate and maintain a solar power electric generation facility (the \\\"System\\\"), on the Premises (the \\\"Project\\\"). The City desires to purchase from the Developer all of the electricity generated by the Systems for the term of the Energy Management Services Agreement.

The Developer will own the System and will be responsible for the design, engineering, permitting, installation, testing, operation, maintenance, repair and decommissioning of the System, including, without limitation, procurement of the solar photovoltaic equipment and related services (the \\\"Solar Energy System Assets\\\").

In addition, the City seeks assistance in evaluating additional municipal sites for solar photovoltaic energy systems, either ground-mounted or roof-mounted. The City intends this Project to produce a comprehensive strategy report for implementation of photovoltaic systems throughout appropriate City owned buildings and properties. The City has conducted preliminary feasibility analyses to identify the nine sites on Appendix B, which it believes are suitable for solar photovoltaic generation. However, the City does not consider this analysis to necessarily constitute all or perhaps even the most appropriate sites. Therefore, the Developer will evaluate whether any of the sites on Appendix D are appropriate for solar photovoltaic energy systems.

A Mandatory Pre-Submission Meeting will commence on Tuesday, September 4, 2012 at 1:00 p.m. at the Office of Planning and Economic Development, 70 Tapley Street, (Training Building), Springfield, MA 01104. Only prospective respondents attending the Mandatory Pre-Submission Meeting will be permitted to submit qualifications.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all proposals if it is in the public interest to do so.
