12-344 - RFP: Communications & Project Management Consultant for School District's RTTT Initiative
End date: Tuesday April 3, 2012 at 2 p.m.The school committee of the City of Springfield wishes to obtain the services of a qualified contractor to assume the duties of Communications and Project Management for the Springfield School District's RTTT Initiative. The success of the RTTT grant over the next two years will, in part, require the effective implementation of a communications and training plan that delivers high quality, targeted content to a range of different audiences. Communication will focus on developing a coordinated message for four areas of the grant and to five specific audiences. The areas to be targeted are: Mass Core, Common Core, Teacher Evaluation System, and College and Career Readiness. Communication will also be coordinated with a "Wrap-Around" project liaison; Wrap-Around will encompass the goals of the RTTT and TIFF grants. The audiences for these four areas include students, parents, teachers, community members, and businesses. Overall, this message needs to communicate that this work directly aligns with our other major priorities such as our Strategic Plan and the Springfield Improvement Framework.
The duties and responsibilities outlined in the following Scope of Services are to be fully executed by March 31, 2013.
The general objectives of Massachusetts RTTT Plan are as follows:
1. Every classroom in the Commonwealth staffed by an effective educator in schools and districts organized to support student achievement and success.
2. Provide every educator with the tools necessary to promote and support student achievement.
3. Significantly improve performance in the state's lowest performing schools and set them on a path for continued improvement.
4. Prepare all students for success in college and career.
5. Provide educators with real-time, actionable data they need for every student.
The proposer shall submit proof of meeting the following qualifications:
A. Exemplary organizational skills and past program and supervisory experience.
B. Theoretical knowledge and experience with adult learning principles and techniques.
C. Excellent communication skills and ability to maintain strong relationships with administrators, teachers, and relevant business partners.
D. Thorough understanding of Springfield demographics and challenges.
E. Content knowledge in high school level restructuring.
F. A minimum of five years of experience in project management, preferably in SPS.
G. Demonstrated ability to lead as an external partner.
H. Demonstrated ability to carry out the requirements of this contract.
The contract shall cover the time period of April 15, 2012- March 31, 2013. The contract shall include two-one year options to renew. Renewal shall be done in writing at least 30 days prior.
