at which time the bids will be publicly opened and read. Bid documents and specifications will be available at no charge beginning September 23rd, 2026 at the Office of Procurement from 9:00 A.M. in person at the Office of Procurement or through the Citys website; www.springfieldcityhall.com during normal business hours for no charge. This bid is subject to M.G.L. c. 149 and other applicable procurement statutes.

The City is seeking bids for qualified Contractors for On-Call as needed painting services. The services will be in various municipal and school locations throughout the City on an as needed basis as determined by the Facilities Department. Selected vendor(s) will provide all materials, equipment and labor associated with Journeymen Painting Services. The City intends to award up to Three (3) potential contracts to the lowest responsible and eligible bidder(s) capable of performing the work. The estimated value of the contract(s) shall not exceed $500,000.00 per contract per year. The initial term of this contract will be for One (1) year, but will include Two (2) one-year in length renewal options, to be exercised at the Citys sole discretion.

All questions must be made in writing and received by the Office of Procurement no later than 9/30/26 at 4:30 PM in order to be considered (ZSingleton-Havner@springfieldcityhall.com). The City of Springfield goal of twenty (20%) MWBE participation applies. Massachusetts Division of Occupational Safety Prevailing Wage rates apply. The Office of Procurement reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
