26-037 - Request for Proposals for the Purchase & Redevelopment of 135-155 Lyman Street Parcels

The City of Springfield (hereafter "CITY") is requesting proposals for the redevelopment of 135-155 Lyman Street. The City is aiming to reactivate Lyman Street, complementing other recent downtown redevelopment projects and the street’s current development.

After the property had suffered from disinvestment for several years, the City acquired the building and land in 2009 via tax title as it was identified as a target redevelopment site.

The site includes a building located at 135-139 Lyman Street with adjacent land parcels. In total this opportunity includes five adjacent parcels and the City will only accept proposals that will acquire and redevelop all five parcels. The one building on the site was constructed in 1910 and has six floors and a basement, with a total square footage of approximately 29,750 square feet. The total area of all parcels, including the empty lots, totals approximately 20,002 square feet. See Section D for property specifics.

For proposers seeking to propose residential uses, a zoning change and onsite parking will be required. For questions about zoning requirements, contact the City’s Office of Zoning.

Access to Interstate 291 is within a quarter mile to the north of the property. To the west is Union Station, Springfield’s mass transit hub including Amtrak, Peter Pan, and the Pioneer Valley Transit Authority (PVTA) lines. Also to the west is access to Interstate 91. The property is also a short walk to Tower Square, City Hall, MassMutual Center, Symphony Hall, and the downtown hotels. Within a mile of the site is a US Federal Courthouse, the Springfield District Courthouse, and the Springfield State Office building.

The project site consists of 5 different parcels
The property is located in the City’s downtown neighborhood of Metro Center. There are approximately 19,000 employees in a .5-mile radius from the property, as well as approximately 5,000 residents.

Proposers are encouraged to work with neighboring properties and neighborhood organizations to ensure any development proposal is respectful to the fabric of downtown.

The building is not available for tours due to deteriorating conditions from water infiltration. The City makes no warranties about the condition of the building, and all parcels are being sold as-is.

The total assessed value of the five parcels is $544,400. Proposers offering less than the total assessed value should provide information as to how they arrived at a proposal price.

The City is seeking to select a developer who submits the most advantageous proposal consistent with the selection criteria and proposal requirements set forth in this RFP, and who demonstrates the ability to perform as proposed in a timely fashion.
While the financial benefits (i.e., price paid for the property) of a proposal are important to the selection of a developer, coupled with all selection criteria, the City will also consider the broader fiscal and economic benefits to be realized from the redevelopment project. The City will not be obligated to select the developer offering the highest purchase price if another proposal better satisfies the selection criteria and other requirements of this RFP as a whole.
While the site is zoned for commercial and industrial activities, the City is open to residential and other types of development if the proposal is highly advantageous and the proposer commits to the proper zone changes. With the downtown activation priorities of the City in mind, proposals that include some or all of the following aspects will score favorably:
• Creating jobs for Springfield residents
• Featuring and preserving historic features and attributes of the property and the city/downtown
• Creating positive street level activity on Lyman Street and nearby Chestnut Street
• Firm commitment letters from any and all tenants proposed for the building
• Firm financing letters or proof of funding to undertake redevelopment costs
• Timeline to have property fully developed
• Timeline to accept transfer of the property from the City of Springfield after approvals

The City will entertain all competitive bids for the property. Price will not be the only factor in selection, but proposers are encouraged to make the best financial benefit case possible to the City and selection committee, as higher bids score favorably.
The City is NOT seeking option offers or offers requiring City financial contributions. The City is selling the property as-is, and will require immediate transfer upon successful completion of approval process.

Questions regarding the RFP may be submitted in writing to the Procurement Department. In order to provide prompt answers to questions, the City requests that all proposers submit written questions to the City of Springfield’s Department of Procurement not later than 4:00 p.m. October 15, 2025. Questions may be emailed (lstabilo@springfieldcityhall.com ) or mailed. The City will compile written answers which will be emailed to all Proposers who requested a copy of the RFP, no later than October 17, 2025.
To maintain a fair and impartial competitive process, the City can only answer written questions. Private communication is not allowed with any RFP Review Committee member or member of the Office of Planning and Economic Development or other city staff during the proposal preparation and evaluation period. Proposers who initiate private communication or attempt to violate the process outlined herein may be disqualified.

The submissions package proposal must be submitted as follows:
Bidder’s name, address, phone and fax number marked on the outside of the envelope, with enclosed proposals, whether they are for one package or both packages, the envelope should be marked: “Request for Proposals for 135-155 Lyman Street.” One (1) unbound original proposal and five (5) copies should be included for a total of six (6) copies.
The city will entertain all proposals for the properties. The total assessed value of the five parcels is $544,400. Proposers offering less than the total assessed value should provide information as to how they arrived at a proposal price.




The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
