23-118 - Sealed Qualification Packages for Professional Engineering Services for Riverfront Park Phase 3

Request for Qualification Package will be available beginning Wednesday, March 15, 2023, at the Office of Procurement. Bidders can request a copy on the City’s website on the Procurement Department page at www.springfieldcityhall.com.


Services Required: The City of Springfield (“City”) invites all interested and qualified Engineering / Landscape Architectural firms capable of providing the required services, to submit qualifications for the development of drawings, specifications, and engineer’s estimates for the “Redevelopment of Riverfront Park – Phase 3”, a Public Park in the City of Springfield, Massachusetts. Riverfront Park (“PARK”) is located at the intersection of State Street and West Columbus Avenue, Springfield, MA 01103 that is under the care and control of the Department of Parks, Buildings, and Recreation Management (DPBRM). As these are Design Services are for a park or “public works project”, these services are not subject to the Designer Selection Law (M.G.L. Chapter 7C, §§ 44-57), and will instead follow a traditional Request for Qualifications (RFQ) model, similar to a M.G.L. Ch. 30B procurement. The specific land to be developed as part of this project is shown within the RFQ. Construction of Phase 1 and 2 of Riverfront Park was completed in 2019.

Your attention is directed to the Designer’s Service Bidder’s / Proposer’s Certification section of the RFQ. The Chief Procurement Officer reserves the right to reject any or all proposals.

The City of Springfield will hold a non-mandatory pre-submission conference on Wednesday, April 5, 2023. at 70 Tapley Street, Springfield, MA 01104. It is highly suggested that firms wishing to submit a response to this RFQ attend the conference to be able to address any issues or ask any questions.

All questions regarding RFQ or its specifications must be received by the Office of Procurement no later than Friday, April 7, 2023 at 4:00 P.M.
