The City of Springfield (City) is requesting proposals for the redevelopment of 471 Plainfield Street, Springfield, MA, formerly Brightwood Elementary School. The City’s goal for this property is adaptive reuse of the existing building into affordable housing for seniors. The existing brick building has three levels (basement and two floors). The parcel # is 097750199 and it is a 76,429 square foot lot with a building that has a total of 54,198 square feet. It is currently zoned as Residence A and will need to be zoned Residence C to allow multi family housing development. The assessed property value is $7,003,500.00.

While the financial benefits of a proposal are important to the selection of a developer, coupled with all selection criteria, the City will also consider the broader fiscal and economic benefits to be realized from the redevelopment project. The City will not be obligated to select the proposer offering the highest purchase price if another proposal better satisfies the selection criteria and other requirements of this RFP as a whole.
All questions regarding bid or its specifications must be received by the Office of Procurement no later than August 12, 2022 by 4:30 P.M. to Gerry McCafferty at gmccafferty@springfieldcityhall.com . The Chief Procurement Officer/Designee reserves the right to waive any informality and to reject any or all bids if it is in the public interest to do so.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
