Request for Proposals (RFQ) Professional Design Services; City Campanile Repairs and Restoration

At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available beginning on September 21, 2016 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com during normal business hours for no charge.

The City is seeking qualified design firms to evaluate and/or verify the existing conditions of the Campanile, develop and propose historically- and cost-sensitive solution alternates, and continue through the schematic designs of the alternate selected by the City. The Owner is seeking the services of a historical restoration Architect, with access to current licensing in Massachusetts to provide investigative, feasibility and schematic design phase services for the Campanile Repair and Restoration project. Subject to the approval of the project by the City Council and further subject to the continued funding authorized by the City Council, the contract between the Owner and the Architect may be amended to include continued design and construction administrative services through the design development, construction document, bidding, construction and closeout phases of this potential project.

There will be an optional site visit on October 13, 2016 2016 at 2:00 P.M. at the City Hall Campanile, 36 Court Street, Springfield MA 01103. Proposers are strongly encouraged to attend the site visitation. The Design Fee is to be a negotiated fee, not to exceed 10% of the ECC. Estimated Construction Cost is not to exceed $12,500,000.00 - $14,000,000.00.

All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent (20%) minority and women (MWBE) participation in all contracts.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
