26-159 - RFP: Notice of Funding Availability for Development of Single-Family Homes

The City of Springfield was awarded $21.8 million dollars in Community Development Block Grant – Disaster Recovery (CDBG-DR) funds as a result of multiple presidentially declared disasters occurring in 2011. As a result of this funding the City of Springfield is making up to $600,000 in CDBG-DR funds and up to $1,050,000 in HOME Investment Partnerships Program (HOME) funding, for a total of up to $1,650,000 in public funding available for developers to construct single family, three-bedroom homes that will be constructed in accordance with the plans included within this Request for Proposals on City owned vacant lots within the South End and Maple-High/Six Corner neighborhoods. The goal is to create homeownership opportunities to low/moderate income buyers with household incomes at or below 80% of Area Median Income.


B. Eligibility Requirements

The City is offering the following properties for sale:

1. 33 Richelieu Street a/k/a NS Hillside Place (06630-0005)
Approximate lot square footage totaling 5,779 square feet with approximately 40.46 ft. of frontage along Richelieu Street. The Springfield Zoning Board of Appeals previously approved a variance permitting construction of a single-family home on this lot. The City of Springfield intends to bring this variance back before the Zoning Board of Appeals to obtain re-approval.

2. 25 Richelieu Street a/k/a SS Richelieu Place (10170-0008)
Approximate lot square footage totaling 6,103 square feet with approximately 40.22 ft. of frontage along Richelieu Street. The Springfield Zoning Board of Appeals previously approved a variance permitting construction of a single-family home on this lot. The City of Springfield intends to bring this variance back before the Zoning Board of Appeals to obtain re-approval.

3. 47 Richelieu Street a/k/a ES Richelieu Street (10172-0014)
Approximate lot square footage totaling 5,678 square feet with approximately 65 ft. of frontage along Richelieu Street.

4. 96 Marble Street a/k/a NS Marble Street (08235-0019)
Approximate lot square footage totaling 5,177 square feet with approximately 50 ft. of frontage along Marble Street.

5. 105 Pine Street a/k/a ES Pine Street (09715-0173)
Approximate lot square footage totaling 7,289 square feet with approximately 46 ft. of frontage along Pine Street.

The City of Springfield has included approved plans for the construction of each dwelling. The Office of Planning and Economic Development has already completed site plan review of the plans and the Department of Public Works has approved the site and drainage plan and assigned a street number to each site.

Proposals must include a detailed line-item budget and a source and uses schedule that includes the proposed home sale price. The sale price shall be affordable to an income-qualified household earning 80% or less of the Area Median Income (AMI), as determined annually by the U.S. Department of Housing and Urban Development (HUD).

The City is making available up to $600,000 in CDBG-DR funds and $1,050,000 in HOME funds, for a total of up to $1,650,000, to assist developers construct affordable single-family homes in accordance with the plans provided. The City is seeking developers that can complete construction within twelve (12) months of transfer of title.

Each completed home will be sold to an income-eligible household that meets the HUD definition of first-time homebuyer, utilizing a public lottery process. The lottery application and selection process will be administered and marketed by the City of Springfield, Office of Housing, in partnership with the developer(s).

Funding will be in the form of an interest free, forgivable loan for all approved expenses. The loan will be paid out as reimbursement of expenditures. Developers will be required to submit detailed invoices that include back-up documentation including receipts, photographs showing completed work, and proof of all payments, to the City for review and approval before funding will be paid out. The City will review all payment requests and backup documentation and approve or deny payment within thirty (30) days. City review of invoices will involve progress inspections by a qualified Building Inspector and/or Housing Rehabilitation Specialist.

The City reserves the right to hold-back up to 5% of the development incentive until completion of the entire project. Each loan will be forgiven upon issuance of a Certificate for Occupancy by the Springfield Building Department, a passed Federal Housing Quality Inspection by the Office of Housing, and sale to an income-qualified homebuyer.

Proposers may submit proposals for development of one site or multiple sites. If submitting for more than one site, an individual budget and schedule shall be submitted for each site. The City reserves the right to award preferred developer status to one or multiple proposers.

Proposers should demonstrate the ability to proceed within the allotted timelines, successful past development history, project feasibility and readiness to proceed, the ability to comply with CDBG-DR/HOME Regulations. Proposers should make every effort possible to minimize the use of public funds and, while the City is not required to select proposals that request the least amount of public funding, the City will take the overall financial impact of projects into consideration when evaluating proposals.

Technical Assistance Workshop

The Office of Housing and Community Development will offer a Technical Assistance Workshop. The workshop will provide prospective proposers an opportunity to ask questions and provide information on how to craft a successful response, overview of evaluation criteria, sample budget and information on funding requirements, etc. The workshop will take place as follows:

In order to provide prompt answers to questions, the Procurement Officer requests that all proposers must submit written questions at least one week prior to the RFP response deadline. Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement not later than May 20, 2026. Questions must be mailed or emailed to the attention of CPO. The CPO’s email is lstabilo@springfieldcityhall.com. The Office of Procurement will compile written answers which will be emailed back to all Proposers who requested a copy of the RFP, no later than May 22, 2026.

To maintain a fair and impartial competitive process, the Chief Procurement Officer can only answer written questions. Please avoid private communication with any RFP Committee Member from the release date through the selection of Preferred Developer. Proposers who initiate private communication or attempt to violate the process outlined herein may be disqualified.




The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
