Request for Proposal (RFP) for: For Sale: Redevelop Residential Building at 321 Tiffany Street – Per
Bid No. 27-033.
RFPs will be received until 2:00 P.M. (EST) on: October 14, 2026 by: Chief Procurement Officer, Lauren Stabilo at the Office of Procurement in City Hall, 36 Court Street, Room 307 Springfield MA 01103. Bid documents and specifications will be available at no charge beginning Wednesday, August 26, 2026at 9:00 AM by requesting a copy on the City’s website www.springfieldcityhall.com.

For Sale: Building at 321 Tiffany Street is a vacant residential building constructed in 1950, it contains approximately 1,072 square feet of living space and is located on a 7,687 square foot lot and is zoned Residence A. The assessed value is $190,800. The City prefers projects that preserve the existing structure but will consider any proposal that includes demolition and new construction of a new residential structure.

The property will be available for viewing on the following dates and times:
• September 17, 2026 at 10:00 a.m.
• September 22, 2026 at 2:00 p.m.
Those planning on visiting the property during the scheduled times should wear appropriate clothing and footwear and should bring a flashlight. Access will only be allowed in secure areas and interested parties will be required to sign a waiver before entering. Please note additional access will be scheduled at the convenience and sole discretion of the Office of Housing/Community Development, during regular business hours. The Chief Procurement Officer may, in its sole and absolute discretion, reject any and all, or parts of any and all proposals; may re-advertise this RFP if so inclined; postpone or cancel at any time this RFP process; change, adjust, or modify the anticipated schedule of events.

In order to provide prompt answers to questions, the Chief Procurement Officer requests that all proposers submit written questions one week prior to the RFP response deadline. Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement not later than October 5, 2026 by close of business. Questions must be mailed or emailed. Email questions to Lauren Stabilo at lstabilo@springfieldcityhall.com. The City will compile written answers which will be mailed back to all Proposers who requested a copy of the RFP, no later than October 7, 2026.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
