26-052 - Request for Proposals for Consulting Services for Comprehensive Housing Plan
End date: Friday November 14, 2025 at 2 p.m.The City of Springfield is issuing this Request for Proposal (RFP) to seek qualified consultants with significant subject-matter expertise in housing planning and with experience in the creation of comprehensive data-driven municipal housing plans.
The purpose of this RFP is to identify a consultant, or team of consultants, that will deliver a Comprehensive Housing Plan by September 30, 2026.
Key deliverables will include a concise executive summary and a final report incorporating a housing needs assessment; housing production and preservation goals; recommended policy, ordinance and funding changes; and an implementation plan.
Based on this RFP, the City may select a Proposer or Proposer Team and negotiate and enter into a consultant agreement with such Proposer or Proposer Team. The Plan will be used by the City to inform its strategic planning for meeting the housing needs of its residents over the next 5 years.
The City will hold a pre-proposal zoom conference call on October 20, 2025 from 3:00pm-4:00 PM EST. The City will work with the selected consultant(s) to create Springfield’s first comprehensive housing plan. As an initial step toward plan creation, City staff have undertaken a housing study which collects data and describes current housing conditions and programs. (See Appendix A.) The City seeks analysis of this data and creation of local strategies and best practices that respond to the City’s needs and are created through dialogue with City staff, residents, and other stakeholders.
The City is issuing a separate RFP to seek a consultant to recruit for, convene, and facilitate a Resident Advisory Committee that will enhance the more traditional public engagement part of this planning process.
The City expects that the heart of this planning project is the development of goals, strategies, and an implementation plan. The City has compiled significant information to guide the work, and community members report feeling planning fatigue from repeatedly providing information about their concerns as part of other planning efforts. Our community has a broad understanding of our housing challenges and is ready to dedicate energy to understanding and prioritizing strategies that address the challenges.
Massachusetts law describes a “Chapter 40B Housing Production Plan” (HPP), which is a community's proactive strategy for planning and developing affordable housing. Springfield exceeds the state minimum 10% goal for affordable housing units, so the City does not need to have an approved HPP. While the City expects its housing plan to address needs and goals for affordable housing, the City seeks the development of a plan which addresses all components of the City’s housing needs and market.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
