25-177 - For Sale: Purchase and Rehab of NS Fernald Street
End date: Wednesday June 18, 2025 at 2 p.m.The City of Springfield is requesting proposals for the redevelopment of NS Fernald Street (05065-0001). The property is being sold “as is” and the City makes no representations regarding the environmental and/or physical condition of the properties and will require the buyer to assume responsibility for these conditions. Prospective developers should undertake their own reviews and reach their own conclusions concerning zoning, title and survey matters, required approvals, physical conditions, environmental conditions, reuse potential, utility services and development, leasehold, legal and other considerations. Proposers are responsible for making their own determinations of existing conditions.
Proposed redevelopments are subject to all current zoning and building restrictions. The City makes no representations regarding success of any variances, zone changes and/or specials permit applications.
If the proposer’s bid is below the assessed value, the proposer must explain in detail the reason why their bid is less than the assessed value. Proposers are encouraged to make their best financial offer.
NS Fernald Street (Parcel ID #05065-0001) is on a private street in a residential neighborhood in the Pine Point neighborhood. Development of this parcel would require installation of a roadway and may require a zone change. The site is 28,578 sq. ft. with an assessed value of $45,700. It is zoned for Residence A.
Responses to this RFP should demonstrate the proposer’s vision for development and capacity to full execute the proposed development plan.
A review committee will be established to review complete proposals and may be composed of representatives from the following:
• Office of Housing
• Office of Planning and Economic Development
• Office of Community Development
• Office of Disaster Recovery
• Treasurer’s Office
• Neighborhood/City Council representative
If a nonprofit organization is chosen as preferred developer, it will be expected to enter into an agreement with the City to make an annual in-lieu-of-tax payment, the amount of which will be calculated as follows:
(Assessed Value Per Thousand) x (Tax Rate) x (Fifty Percent)
The proposer selected shall make the annual payment in lieu of tax payment commencing in the fiscal year of the closing and all subsequent fiscal years.
Submission Evaluation Criteria: Acceptable proposals will be judged in accordance with the City’s Comparative Evaluation Criteria detailed later in this RFP.
Selection Criteria
The Criteria that will be used as a general guide to evaluate and rank the proposals include, but is not limited to, the following:
• Qualifications of the Proposer and Development Team;
• Adequacy of management plan;
• Financial feasibility;
• Adequate project schedule;
• Merits of the Proposer’s Conceptual Development Plan;
• History of Compliance with City Protective Restrictions

Submitting questions to the Procurement Office
In order to provide prompt answers to questions, the Chief Procurement Officer requests that all proposers submit written questions to the Office of Procurement at City Hall, not later than June 10, 2025. Questions may be emailed or faxed. Email questions to lstabilo@springfieldcityhall.com or fax to: (413) 787-6295. The Procurement Office will compile written answers which will be emailed back to all Proposers who requested a copy of the RFP by 4:00 p.m. on June 12, 2025.
To maintain a fair and impartial competitive process, the Chief Procurement Officer can only answer written questions. Please avoid private communication with any Committee Member from the release date through the selection of Preferred Developer. Proposers who initiate private communication or attempt to violate the process outlined herein may be disqualified
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
