At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning November 24, 2021 in person at the Office of Procurement or through the City’s website: www.springfieldcityhall.com during normal business hours.

The City of Springfield seeks qualifications and price proposals from qualified Public Works Design/Engineering Professionals to perform services for the project entitled: “Rehabilitation of the Upper Van Horn Reservoir Dam.” The scope of services shall include design development for repairs and rehabilitation of the dam and appurtenant structures to meet recognized design standards for such infrastructure including the Massachusetts Office of Dam Safety and the MGL regulations at 302 CMR 10.00, the Federal Emergency Management Agency (FEMA), and the U.S. Army Corps of Engineers.

Services shall also include the necessary permitting and coordination with other interested parties. Basic Services specifically include, but are not limited to wetland delineations, soil borings and testing, landscape architecture, civil engineering, drainage and roadway design, cost estimating, preparation of construction documents including drawings and specifications, environmental review and documentation, permitting, and related services.”

The design fee is to be a fixed fee, not to exceed $333,300.00.

Questions must be submitted in writing to the City by close of business on December 1, 2021 in order to be considered. The City reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
