22-020 - RFP: Enterprise Application Developer

The City of Springfield acting by and through its School Department wishes to obtain the services of qualified contractor to act as an Enterprise Application Developer. The contractor shall be responsible for designing, coding, testing, de-bugging, deploying, maintaining, and documenting software applications and data processes as further specified in the RFP package.

The contractor shall bill the Springfield Public Schools monthly, on an hourly basis, for services provided at days and times to be mutually agreed upon by the Contractor and the SPS Director of Information Systems. Estimated cost is $100,000.00 per year.

The term of the contract shall cover the time period between August, 2021 through June 30, 2022. This contract shall include an option to renew for two additional one-year terms.

The proposer shall submit evidence of the following qualifications:
Demonstrated successful experience with City of Springfield School Department systems, databases, and systems integration
Experience with payroll systems migration
Experience with Tyler MUNIS Payroll System, City of Springfield Payroll
Experience with City of Springfield Budget/Funding Procedures and Coding
Experience with PowerSchool
Thorough understanding of the School Department’s custom applications
10 + years experience with application development and systems integration

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.
