18-012 - IFB: South End Mural/Art Installation

The City of Springfield is requesting proposals for mural/art installations in the City’s South End neighborhood. The City has identified two locations for the murals/art installations and secured interest from the property owners at those locations. Projects must be completed by September 30, 2017.

The City may award up to two bid proposals in this process. The total amount of funds available is $15,000.

Objective

The City of Springfield is calling for proposals by an artist or artist-led team for a commissioned, site-specific, permanent art installation. The theme should be inspirational and positive in nature and reflect a theme inspired by Springfield or the South End neighborhood. The murals should be public art that becomes a “placemaker.”

The work will be installed on the walls identified in this proposal, where they will be viewable by the public. Successful proposals will include details of the design, fabrication, and installation of artwork at the site. Submissions will be reviewed by a selection committee of site stakeholders and arts professionals, and the selection process will conclude with recommendations from the selection committee and final approval by the Mayor.

The mural/art installation must be installed in the month of September 2017.

The South End neighborhood is nearing the end of a three-year public safety initiative, which has engaged residents and stakeholders in collaborating to improve neighborhood civic engagement and safety. Proposers should consider creating works that will celebrate this community building by including residents in creation/installation of the mural.

The South End neighborhood is also undergoing a period of revitalization, with numerous public improvements over the past ten years and the development of a new MGM casino on the border of the neighborhood. Proposers should consider creation of works that reflect the positive energy and revitalization of the neighborhood.

Background

The project is part of a neighborhood improvement/public safety initiative funded by the U.S. Department of Justice – Byrne Criminal Justice Initiative (BCJI). Goals of the project include enlivening public spaces in the community and engaging neighborhood residents in neighborhood public art.

The City has committed funding to the project through its BCJI grant.

Site Details

The City will accept proposals for publicly viewable art installations at the following locations:
• The wall of the Grab-a-Bargain store at 643 Main St (Montpelier and Main)
• The wall of the Medical Building/Ho Mei Chinese Restaurant, 852 Main St (Margaret and Main)

The owners of these properties have already indicated a willingness to have their properties considered for public art, pending approval of the selected design.

Proposals should consider attractiveness, neighborhood context, and inspiration of community pride.

Budget

A total of $15,000.00 is available, and is expected to be allocated as follows:
• $10,000.00 for the wall at 643 Main St.
• $5000.00 for the wall at 852 Main St.

The different amounts available for each of the projects is based on the size difference between the two.

The budget for each project must encompass all project costs including, but not limited to, artist fee, installation costs, materials, engineering and design expenses (if needed), shipping, and travel and accommodation expenses. Artists are required to include a proposed, detailed project budget that outlines how the project funds will be spent, total project costs, and any additional project sources. City funds may be (but are not required to be) supplemented by other sources of funds for the project.

Materials

The City will consider proposals of all mediums – paint, visual, projection, electronic, sound, etc. Proposers should confirm project will not violate any existing city, state, or federal law or regulation prior to submitting.

Additional Requirements

• Completed projects must be durable, withstanding the elements and time.
• Installed art must not impede pedestrian accessibility, contain elements that noticeably project into pedestrian traffic, or create “snags” in which people and/or equipment could become entangled.
This IFB represents the initial step in soliciting proposals from qualified developers. Responses to this IFB should demonstrate the developer’s expertise in quality urban redevelopment.

A review committee may be established to review complete proposals and may be composed of representatives from the City of Springfield, the Springfield South End C3 Public Safety Initiative, neighborhood residents, the South End Business Association, other appropriate stakeholder representatives, and art professionals.

Acceptable proposals will be judged in accordance with the City’s Quality Requirements detailed under Section V of this IFB.

The City may, in its sole and absolute discretion, reject any and all, or parts of any and all proposals; may re-advertise this IFB if so inclined; postpone or cancel at any time this IFB process; change, adjust, or modify the anticipated schedule of events. The Chief Procurement Officer further reserves the right to waive any minor informalities pertaining to any proposals received.

The determination of the criteria and process whereby proposals are evaluated, the decision as to who will receive preferred developer status, or whether or not an award shall ever be made as a result of this IFB shall be in the sole and absolute discretion of the City.

Bidders’ Conference

In order to allow a forum for interested artists to ask questions, the City will hold a bidders’ conference on August 1, 2017, 3-4 pm at the Springfield South End C3 Public Safety Office, 806 Main St., Springfield, MA 01105.


The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
