15-042 - RFP: Brownfields Environmental Site Assessment Consultant Services
End date: Friday August 29, 2014 at 2 p.m.The City of Springfield, Massachusetts is requesting proposals for environmental assessments at various Brownfield sites. This project is being funded through Cooperative Agreements between the City and the U.S. Environmental Protection (EPA) and is subject to all EPA and Massachusetts Department of Environmental Protection (DEP) regulations. The estimated start date is September 1, 2014 through August 31, 2017.
The City of Springfield's Brownfields redevelopment initiative focuses on returning vacant or underutilized commercial and industrial properties back into useful and viable facilities. The City and its federal, state and private partners have used various funding mechanisms and incentives to further this initiative.
A major impediment to redeveloping Brownfields sites is the uncertainty regarding potential contamination and the presence of contamination at sites. To overcome these impediments, the City will be conducting site assessments in accordance with the Massachusetts Contingency Plan (MCP), 310 CMR 40.00, at various sites within Springfield.
A four (4) member review committee comprised of two City Staff from the Office of Planning and Economic Development and two neighborhood representatives. The committee will review all proposals as per the Comparative Evaluation Criteria outlined on section 5.1 of this RFP and will choose two environmental firms; one for the HazMat Assessments and one for Petroleum Assessments. The estimated value of the contract for each firm is $174,500.
The Proposer is expected to complete each of the tasks listed in this section to the satisfaction of the City of Springfield and, where applicable, of quality and acceptability for submission to EPA and DEP. All services shall be provided by or directly overseen by a Massachusetts Licensed Site Professional(s) and by personnel with demonstrated experience within the required disciplines.
Hazardous Waste & Petroleum Site Assessments
The total number of assessments is contingent upon EPA's approval, the extent of contamination at each site, and costs associated with subsequent analyses.
The following is a description of the City's plans for each of the project tasks.
Task 1 - Conduct Phase I assessments - Assessments will include the examination of historic records for previous use, preparation of a site map and assessment of the potential for contamination to determine if a Phase II assessment is required.
Task 2 - Develop Sampling Strategy and submit Quality Assurance Project Plan for EPA approval prior to Phase II assessments.
Task 3 - The Quality Assurance Project Plan will include proposed sampling and analysis strategy, sampling procedures, analytical procedures, data management and other procedures that will ensure quality control. Testing will be performed after approval by EPA of the QAPP.
Task 4 - Conduct Phase II assessments as determined by previous tasks. Assessment of contamination may include drilling of wells, taking samples and performing other tests.
Task 5 - Conduct Phase III assessments as determined by previous tasks. This type of assessment includes more testing to further delineate the contamination and a feasibility study to determine the best way to clean up the site and the costs involved.
Task 6 - Assist with the completion of quarterly reports for EPA and complete all ACRES reporting.
Task 7 - The Proposer shall prepare a draft report including a narrative description of the work, findings and recommendations, as well as all plans and necessary supporting documents for each site assessesment. The report shall contain a Risk Assessment and recommendations for additional activities that may be necessary should the Proposer identify future environmental assessment beyond the scope of this contract.
a. Final Report. The Proposer shall prepare hardcopies of the reports provide electronic copies in PDF format to the City's. In addition, the Proposer shall prepare for the City submission any and all applicable DEP filings.
Additional Tasks:
b. The Proposer will meet with the City to review the scope and schedule of work. Given that there is a set amount of money available, the City will determine with the chosen Proposer the best course of action for each site for the maximization of the funds available. A public participation process will be discussed, including preparation of an informational brochure for the community. The final product will be subject to review and approval by the City.
c. A public meeting may be held at the beginning of the project to solicit citizen comments and concerns about the project, including site re-use. Additional public meetings will be held throughout the project period. Professional services shall be provided at these meetings by the proposer.
