14-207 - RFP: Consultant to serve as Research Partner
End date: Wednesday March 26, 2014 at 2 p.m.The City of Springfield is seeking to contract with a single qualified consultant, either an individual or a firm (hereinafter referred to as the "Research Partner") to serve as the Research Partner for the City's Byrne Criminal Justice Innovation Program Initiative in the Hollywood section of South End neighborhood in Springfield, Massachusetts.
The Research Partner will assist in validating the City's initial analysis of neighborhood crime drivers and evaluating the City's proposed strategies to address these issues. The Research Partner will provide ongoing assistance in evaluation of the effectiveness of the interventions implemented.
Scope of Work
The Byrne Grant Justice Innovation Research Partner will provide research and analytic support for the Byrne grant initiative in the City's South End neighborhood during the period April 1, 2014 to September 30, 2016. The Research Partner will serve as project advisor and will bring analytic and data-driven approaches into the ongoing strategy development and implementation phases of collaboration. The bulk of analysis, as well as the program and program evaluation set-up, will take place during the period April 1, 2014 through September 30, 2014.
Specific areas of assistance will include:
• Validating the crime problem identified in the City's grant application (a regional and local drug market) and the interrelated challenges which contribute to this crime concern;
• Analyzing local crime drivers and assess local needs and available resources to address those needs;
• In collaboration with the City, cross-sector partners and neighborhood residents, develop strategies that offer a continuum of approaches to address the local drivers of crime;
• Assist with collection of baseline data and tracking performance measurement and outcomes throughout the grant period;
• Assist in preparation of quarterly grant reports;
• Share knowledge from research and evaluation literature; and
• Assess and report on program implementation and plan for sustainment of effective strategies.
The Springfield Police Department will make available crime data and internal data analysis to the Research Partner.

reports.
c. This grant does not require matching funds.
