26-051 - RFP: Sale and Redevelopment of Various City-Owned Vacant Lots

The City of Springfield is requesting proposals for the redevelopment of various residential properties. The City is seeking proposals that will redevelop and enhance the existing vacant lots. The City will entertain all offers. For specific information on individual properties including street and parcel identification number, address, current use and minimum bid.
The following development conditions will apply to the below listed properties:
• SS Walnut Street Parcel 65 (11952-0065), NS Brigham Street Parcel 2 (01870-0002), and NS Brigham Street Parcel 3 (01870-0003): These parcels are being sold as a package. Selected Proposer will be required to legally combine the lots to create one parcel via ANR plan and consolidation deeds.
• NS Brigham Street Parcel 7 (01870-0007) and NS Brigham Street Parcel 8 (01870-0008): These parcels are being sold as a package. Selected Proposer will be required to legally combine the lots to create one parcel via ANR plan and consolidation deeds.
• ES Pine Street Parcel 135 (09715-0135): The parcel is currently a buildable lot and consolidation of the lot is not a requirement.
• WS Plainfield Street Parcel 124: This parcel does not meet the square footage requirements for new construction. The City will only entertain proposals from eligible abutters. In order to submit a proposal, the abutter must own an adjacent property that shares a property line with the subject property. The City will consider proposals for accessory use or consolidation for development of newly constructed housing. Abutters will be required to legally combine the lot with their existing property to create one parcel via ANR plan and consolidation deeds. While the City is most interested in additional dwelling units, proposals for other accessory uses will be considered from abutters of this parcel.
Properties being utilized for new construction will be conveyed with a reverter clause that will require completion of the development within twenty-four (24) months of conveyance of the property and the property will need to be occupied as the primary residence of the owner for a period of not less than three (3) years. The developer upon completion of construction may opt to sell the property to an individual that will occupy the property as their primary residence for a period of not less than three (3) years.
The City has not made and does not make any representation or warranty as to any matter affecting or relating to the property, including but not limited to the physical condition thereof, and the selected developer acknowledges that no such representation or warranty has been made and agrees to take the property in “as is” condition on the date of this agreement. The City shall not be liable or bound in any manner by any statement, representation, or information pertaining to the property which may have been furnished to the developer by any of the City’s employees, attorneys, agents, servants, or other persons.
The selected Proposer agrees that the property is being sold “as is” with no exception. The selected Proposer agrees to indemnify the City, and hold the City harmless, from all damages, losses, and liabilities (including without limitation attorneys’ and experts’ reasonable fees and disbursement) arising under federal and state environmental statutes and regulations as a result of a relating to any conditions or activities at or involving the location.
Assistance in the completion of a submission including any assistance in assembling a development team and/or financial analysis cannot be provided.
In order to provide prompt answers to questions, the Chief Procurement Officer requests that all proposers submit written questions one week prior to the RFP response deadline.
Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement not later than October 29, 2025 by close of business. Questions must be emailed to lstabilo@springfieldcityhall.com. The Procurement office will compile written answers which will be emailed back to all Proposers who requested a copy of the RFP through the Procurement Officer, no later than November 3, 2025.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
