25-164 - Lease space in order to operate SPS Discovery Polytech Early College High School
End date: Friday May 23, 2025 at 2 p.m.The City of Springfield School Department (“City”), on behalf of the Springfield Empowerment Zone Partnership (“SEZP”), is seeking to lease space in order to operate its Discovery Polytech Early College High School (“DHS”) for Grades 9 through 12. The City desires to lease approximately 20,000 - 30,000 square feet of space that can accommodate a minimum of 20 educational classrooms and a minimum of 20 specialty office and storage spaces. Proposals may include finished/turnkey space or plans for the Proposer to build-out space in order to accommodate the needs of the DHS as set forth herein.
The site location is expected to be configurable to house a minimum of 300 occupants. The site location must have close proximity to Springfield businesses and industry for internships and readily available access to PVTA stops for transit to and from DHS and local colleges. The City values a modern approach to the configuration of the school space, with a setting that encourages quality education and creates an open learning environment.
Configuration of the space is expected to be primarily glass and be designed to promote transparency, collaboration, and natural light while maintaining visual connection and versatile room adaptation. Along with classrooms, office spaces, and storage spaces, configuration must include integrated specialty laboratory spaces, including a centrally located advanced manufacturing laboratory with exterior ventilation provided. The architectural design must lend itself to an innovative educational and instructional model that fosters collaborative learning.
Additionally, the site location must include a single cafeteria space to accommodate 150 occupants at any given time.
The facility must be highly secure with locked points of entry and must be retrofitted (if necessary) for all safety and security elements (e.g., smoke soffits) to code for educational occupancy. Should the facility be multiple floors, the facility configuration must include a dedicated elevator exclusive to Discovery Polytech occupants between floors for internal use.
The City and SEZP expect that most spaces will require various levels of renovation and improvement in order to meet the minimum criteria herein. To the extent that renovations or improvements are required, they will be the Proposer’s/Landlord’s sole responsibility, and the costs thereof must be built into the lease price. In addition to the cost of renovations and improvements (if any), the lease price should be inclusive of all taxes, major utilities, repairs, and other expenses. The landlord shall ensure that any design, construction, reconstruction, alteration, remodeling or repair of the space, whether prior to or during the lease term, complies with all applicable laws relating to the design, construction, reconstruction, alteration, remodeling or repair of a building by a public entity in the Commonwealth of Massachusetts, including but not limited to M.G.L. c. 149 §§ 44A et. seq. and M.G.L. Ch. 7C §§ 44-57. All costs of compliance must be built into the lease price.
Desired Occupancy: Beginning August 26, 2025, for all students (9th – 12th), all staff, and all other occupants.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
