25-161 - RFP: Modern Application Developer

Bid documents and specifications will be available beginning April 8, 2025 at the Office of Procurement, or through the Citys website www.springfieldcityhall.com. Please refer to the bid number and opening date when requesting. This Invitation for Bid is in accordance with M.G.L. Chapter 30B.

The City of Springfield acting by and through its School Department wishes to obtain the services of qualified contractor to act as a Modern Application Developer. The contractor shall be responsible for designing, coding, testing, de-bugging, deploying, maintaining, and documenting software applications as further specified in the RFP.

The term of the contract shall cover the time period between May 1, 2025 - April 30, 2026. This contract shall include an option to renew for two additional one-year terms. Estimated cost is $300,000.00 per year.

The proposer shall submit evidence of the following qualifications:
-Verified as Microsoft Certified Partner
-Experience partnering with clients in the K-12 education sector
-Experience with the Microsoft Modern Application Development stack
-Excellent agile project management capabilities to support the scope of this RFP
-Ability to assign dedicated, full-time resources to the project
-10 + years of experience with application development
-Demonstrated ability to carry out the requirements of this contract
-References
-The Proposer must have access to internet

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.

All questions regarding bid or its specifications must be received by the Office of Procurement no later than April 15, 2025 by 4:00 PM.
