25-140 - RFP: Qualified Environmental Professional Cleanup Activities at Brownfield site

The City of Springfield, Massachusetts is requesting proposals for brownfield cleanup activities at ES Pinevale Street, also known as the Former Chapman Valve site. This project is being funded through a Cooperative Agreement between the City and the U.S. Environmental Protection (EPA). The estimated start date is June 1, 2025 through September 30, 2027.
The City has received a $5,000,000 award to conduct cleanup activities at the Chapman Valve site. The budget for Qualified Environmental Professional (QEP) contractual work being funded under this Request For Proposals (RFP) is no greater than $467,790.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
