at which time the bids will be publicly opened and read. Bid documents and specifications will be available at no charge beginning November 13, 2024, through the City’s website; www.springfieldcityhall.com.

The services included in this bid will fall under M.G.L. Ch. 30§39M and other applicable procurement statutes.
The City is issuing this solicitation for qualified on-call contractors for site work/excavation contractor services. Contractor is to provide all materials and labor, including all properly trained and licensed staff, materials, and application implements on an on-call basis. The Contractor must comply with prevailing wage rates as set by the Department of Labor Standards.

The City intends to award a contract to up to Three (3) contractors that are the lowest responsible and eligible bidder(s). The estimated value of each contract is $500,000.00 per year. The initial term of this contract will be for One (1) year, but will include Two (2) one-year in length renewal options, to be exercised at the City’s sole discretion. All questions regarding bid or its specifications must be received by the Office of Procurement (nwalker@springfieldcityhall.com) by November 26, 2024 at close of business. The City of Springfield goal of twenty percent (20%) MWBE participation applies. The Office of Procurement reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
