25-081 - New Roof for Emily Bill Park Building

The City of Springfield Massachusetts (the “City”) through its Department of Parks, Buildings & Recreation Management (“DPBRM”) - Parks Division is seeking bids from qualified firms to enter into an agreement to provide Roof Replacement services for Emily Bill Park Building located at 275 Franklin Street, Springfield, MA 01104.

The Department of Parks, Buildings, and Recreation Management – Parks Division is issuing this IFB for roof upgrades to the Emily Bill Park Building. This work includes removal and replacement of shingles, inspection and repair as needed of roof deck, installation of water and ice shield, drip edge, flashing and related work, such as:

o Strip shingles, flashing and wood siding (from upper gables) and recycle properly
o Install ice and water shield
o Cover deck using synthetic underlayment
o Install new aluminum drip, rake step and pipe flashing
o Install architectural shingles
o Install new ridge vent
o Install new gutters

Bid documents will be available beginning November 13, 2024 at the Office of Procurement, 36 Court Street, Room 307, Springfield MA 01103 during normal business days, Monday through Friday between 8:30 AM and 4:00 PM. Bidders can also request a copy on the City’s website on the Procurement Department page at www.springfieldcityhall.com.

Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 149. The conditions of employment and wage rates as set forth by the Massachusetts Division of Occupational Safety AND Davis Bacon Wage Rates shall prevail in the execution of the work under this contract. Estimated total cost of the project: $65,000.00. The Emily Bill project is funded solely by CDBG funds

There will be a site visit held on November 19, 2024 at 10:00 a.m. at the site, 275 Franklin Street, Springfield MA 01109.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.
All questions regarding the bid or its specifications must be received by the Office of Procurement no later than November 21, 2024 by close of business. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
