25-045 - RFP's for Tenant-Based Rental Assistance & Support Services for Unsheltered Homeless in the City

The City of Springfield is seeking proposals from qualified non-profit agencies interested in operating a Rapid Rehousing (RRH) program to assist people to exit unsheltered homelessness. The City expects to award up to $1,500,000 in federal HOME ARP funds, and anticipates making awards to a minimum one (1) and up to three (3) organizations. The City plans for a funding/program start date of November 1, 2024, and an end date no later than June 30, 2027.

Applications: The deadline for submitting completed proposals is October 4, 2024, by 2:00 pm. This funding process is competitive.

The City will give preference to proposals that:
• Ensure all RRH households meet HUD’s definition of “literally homeless” at time of intake, and are unsheltered, meaning they have a primary nighttime residence that is a public or private place not meant for human habitation.
• Ensure that RRH participants receive a level of ongoing support services throughout program participation which will maximize their ability to achieve housing stability when the time-limited rental assistance ends.
• Provide a Housing First/low threshold program that provides trauma-informed and person-centered to program participants.


The program will provide time-limited rental assistance and supportive services to unsheltered individuals and families living in Springfield. Program participants will be referred to the program by the Springfield-Hampden County Continuum of Care Coordinated Entry System. Participant data will be entered into the Homeless Management and Information System (HMIS).
The program will confirm participant eligibility, assist the participant in finding suitable housing, provide rent and move-in assistance, and provide case management and services focused on maintaining housing stability and identifying a housing plan that will ensure that each participant exits to stable housing.

Proposers should define the number of participants they plan to house, the management and staffing plan for the program, and the program budget for the period Nov. 1, 2024 to June 30, 2027 (31 months).

Eligibility for the program is based on the participants status as an unsheltered homeless household in Springfield. Unsheltered means that the individual or family has a primary nighttime residence that is a public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings, including a car, park, abandoned building, bus or train station, airport, or camping ground.

The Chief Procurement Officer requests that all proposers submit written questions to the Office of Procurement via email to lstabilo@springfieldcityhall.com, not later than Sept. 26, 2024. City staff will compile written answers which will be mailed or emailed back to all Proposers who requested a copy of the RFP no later than September 30, 2024.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals.
