25-012 - Sale and Redevelopment of Bay and Tapley Street Parcels

RFPs will be received until 2:00 P.M. (EST) on: August 26, 2024 by: Chief Procurement Officer, Lauren Stabilo at the Office of Procurement in City Hall, 36 Court Street, Room 307 Springfield MA 01103.

All four (4) parcels are zoned Industrial A. The assessed values for each of the parcels are:

1. N S Tapley Street (#11415-0001): $422,740
2. N W S Bay Street (#01085-0081): $30,270
3. N S Bay Street (#01085-0105): $328,300
4. N S Bay Street (#01085-0110): $315,970


Bid documents and specifications will be available at no charge beginning Wednesday, July 24, 2024 at 9:00 AM by requesting a copy on the City website www.springfieldcityhall.com or email to lstabilo@springfieldcityhall.com

The City of Springfield is requesting proposals for the redevelopment of four (4) undeveloped parcels known as the Tapley Street & Bay Street Parcels. The City will only entertain proposals that include all four (4) parcels.


Each parcel has been identified as a target redevelopment site and zoned as Industrial A. The parcels are adjacent to rail and close to major highways. The target properties abut one another and are located in the Bay neighborhood covering an area of 608,148 square feet, or approximately 13.95 acres. The parcels are a short drive to the entrance to Interstate 291.

Bid questions: In order to provide prompt answers to questions, the Chief Procurement Officer requests that all proposers submit written questions to the Office of Procurement, not later than August 14, 2024. The Procurement Office will compile written answers which will be emailed back to all Proposers who requested a copy of the RFP by 4 pm on August 21, 2024.

The Chief Procurement Officer may, in its sole and absolute discretion, reject any and all, or parts of any and all proposals; may re-advertise this RFP if so inclined; postpone or cancel at any time this RFP process; change, adjust, or modify the anticipated schedule of events.
