24-239 - Sale and Redevelopment of Eastern Avenue School (a/k/a Alden Street School)
End date: Friday June 28, 2024 at 2 p.m.This Request for Proposals (RFP) seeks bids and development proposals for the Eastern Avenue Elementary School property and building at WS Eastern Avenue Parcel 04325-0063, Springfield, MA. The City’s goal for this property is the adaptive reuse of the existing building for housing.
The City will evaluate proposals to purchase the property based on the overall development plan for the property and the purchase price offered, as described further in this RFP.
Housing Development Opportunity
The former Eastern Avenue Elementary School, located at WS Eastern Ave. parcel 04325-0063 is vacant and available for redevelopment. The existing brick building was constructed in 1898 and has three levels (basement and two floors), with a total of 21,672 square feet. The property’s assessed value is $4,415,200.
The City seeks redevelopment of the site that will maintain the historic structure of the former school, enhance the surrounding community, and provide quality, energy-efficient housing.
Neighborhood
The parcel is located in the City’s historic Old Hill neighborhood, about a block from the Springfield College campus, four blocks from Lake Massasoit, and about a half-mile from the Mason Square neighborhood commercial center on State Street. The property is just over a mile and a half from downtown Springfield.
The neighborhood has experienced a concentrated level of investment by the City and its private partnerships in recent years. Some of the recent investments include:
• The New Elias Brookings Elementary School, 433 Walnut St., opened in 2015 as a replacement for the old school damaged in the 2011 tornado. This 3-story, 64,400-square-foot facility represents a $27.9 million investment in the area and serves over 330 students from the surrounding neighborhood.
• Educare Springfield, 100 Hickory St., opened in 2020 and representing a $14.4 million investment, this 27,000 sq ft facility supports 141 children, ages 0-5 years old, by providing early childhood programs for local families.
• Barrows Park, 131 Walnut St., was renovated in 2018, as part of a $340,400 City-wide investment in the City’s park facilities.
• The Mason Wright Retirement Community, 74 Walnut St., a vibrant senior living community with 126 residents, completed a $1.5 million renovation in 2019.
• Elias Brookings Apartments, 367 Hancock St., is the transformation of the former elementary school damaged in the 2011 tornado into a 42-unit apartment complex, representing a $20 million investment.
Site Information
Zoning The parcel is currently zoned Residence B and will need to be zoned Residence C to allow multi-family housing development. If this RFP identifies a multi-family housing development project for this site, the City will complete the zoning change to Residence C prior to the conveyance of the property.
Environmental The City has not conducted any environmental testing at the site. The City is selling the property “as is” and the City makes no representations regarding the physical or environmental conditions.
Site Tour and Additional Information
The City will host two a site tours of the property:
• May 8, 2024, 10 am.
• May 22, 2024, 10 am
Those attending a site tour should wear appropriate clothing and footwear and bring a flashlight. The City will provide access only to secure areas and will require interested parties to sign a waiver before entering. Please note that additional access will be scheduled at the convenience and sole discretion of the Office of Housing, during regular business hours.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
