The bids are to be prepared and submitted at www.biddocsonline.com. The City through its Department of Parks, Buildings & Recreation Management – Facilities Division is seeking bids for the replacement of the auditorium seats, lights, and sound system, and the gymnasium bleachers and divider curtains. The construction project will include electrical, painting, and resilient flooring.

The City of Springfield, invites electronic bids from Prime Contractors and Filed Sub-Bidders through biddocsonline. Bidding procedures are per Massachusetts General Laws Chapter 149 as amended and other applicable statutes. Chapter 149 requires that the Prime/General Contractor be certified by the State Division of Capital Asset Management in the category, “General Contractor.”

Bids for Prime/General Contractor will be received until 2:00 PM on April 17, 2024, publicly opened, forthwith online.

Filed sub-bid for the trades listed below will be received until 12:00 PM on April 10, 2024, and publicly opened, forthwith online.

Filed sub-bidders must be DCAMM certified for the trades listed below, and bidders must include a current DCAMM Sub-Bidder Certificate of Eligibility and signed DCAMM Sub-Bidder’s Update Statement.

SUBTRADES

Electrical Painting Resilient Flooring

Estimated cost of the project is Six Hundred Twenty-Five Thousand Dollars ($625,000.00). The Sub-Bidders will be required to pay State and Federal Prevailing Wages whenever applicable. This project is subject to the City’s Responsible Employer Ordinance.

Site Visit: Bidders are strongly encouraged to attend a site visit at 1840 Roosevelt Ave, Springfield, MA 01109 scheduled for April 3, 2024 at 9:00 AM. Contact: Jim Hanifan, Project Manager Caolo & Bieniek Associates, Inc., JHanifan@cbaarchitects.net, with inquiries concerning the pre-bid site visits. This meeting will provide an opportunity for interested parties to inspect the site and all particulars and resolve questions regarding the scope of work, existing conditions and the specifications.

Bid Forms and Contract Documents will be available March 27, 2024 at www.biddocs.com (may be viewed electronically and downloaded at no cost) or hard copies may be purchased at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167).

Questions must be submitted in writing to the City (nwalker@springfieldcityhall.com) by close of business on 4/4/24 for filed sub bidders and by close of business on 4/10/24 for general bidders in order to be considered. The City of Springfield goal of twenty percent (20%) MWBE participation applies. Massachusetts Division of Occupational Safety and Federal Davis-Bacon Prevailing Wage rates may apply. The Chief Procurement Officer/Designee reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.
