24-143 - Tree Pruning/Trimming and Removal located in the Old Hill and Upper Hill Neighborhoods

Bid documents and specifications will be available at no charge beginning January 24, 2024, at the Office of Procurement from 9:00 A.M. to 4:30 P.M., or through the City’s website; www.springfieldcityhall.com. Please refer to the bid number and opening date when requesting.

The services included in this bid will fall under M.G.L. Ch. 30B and other applicable procurement statutes.

City Forester, is seeking bids from qualified Contractors to for tree work including tree pruning/trimming and removal. Trees are located in the Old Hill and Upper Hill neighborhoods of Springfield as well as along State St and Mason Square on the tree belt or other City owned properties. The estimated value of the contract(s) is One Hundred Thousand Dollars ($100,000.00). The project is funded with Federal Community Development Block Grant funds and the vendor must comply with U.S. Department of Labor Davis-Bacon Act wage rate requirements (https://www.dol.gov/agencies/whd/government-contracts/construction) and Commonwealth of Massachusetts Prevailing Wage laws.

All questions regarding bid or its specifications must be received by the Office of Procurement (lstabilo@springfieldcityhall.com ) by January 31, 2024 at 4:30 P.M. The City of Springfield goal of twenty (20%) MWBE participation applies. The Office of Procurement reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
