THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. Please review the instructions in the bid documents on how to register as an electronic bidder. The bids are to be prepared and submitted at www.biddocsonline.com.

The City through its Department of Capital Asset Construction is seeking bids for the construction of a multipurpose grass field, infield clay for two fields, parking lots, and associated site lighting and walkways at John J. Duggan Academy. Estimated cost of the project is One Million Eight Hundred Thousand Dollars ($1,800,000.00). This bid falls under M.G.L. Ch. 30§39M and other procurement statutes.

Bids for Prime/General Contractor will be received until 2:00 PM on February 9, 2024, publicly opened, forthwith online.

Site Visit: Bidders are strongly encouraged to attend a site visit at 1015 Wilbraham Road, Springfield MA scheduled for January 31, 2024 at 10:00 a.m. Will Cahillane (Project Manager) will be the contact person (Phone 413.265.0070; wcahillane@springfieldcityhall.com) with inquiries concerning the pre-bid site visit. This meeting will provide an opportunity for interested parties to inspect the site and all particulars and resolve questions regarding the scope of work, existing conditions and the specifications. Questions must be submitted in writing to the City (nwalker@springfieldcityhall.com) by close of business on February 2, 2024 in order to be considered.

Bid Forms and Contract Documents will be available January 24, 2024 at www.biddocs.com (may be viewed electronically and downloaded at no cost) or hard copies may be purchased at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167).

The City of Springfield goal of twenty percent (20%) MWBE participation applies. Massachusetts Division of Occupational Safety and Federal Davis-Bacon Prevailing Wage rates apply. The Chief Procurement Officer/Designee reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.
