24-099 - Environmental Site Assessment Services for various Brownfields

The City of Springfield, Massachusetts is requesting proposals for environmental assessments at various Brownfield sites. This project is being funded through Cooperative Agreements between the City and the U.S. Environmental Protection (EPA) and is subject to all EPA and Massachusetts Department of Environmental Protection (DEP) regulations. The estimated start date is March 1, 2024 through September 30, 2026.

The City of Springfield’s Brownfields Program focuses on returning vacant or underutilized commercial and industrial properties back into useful and viable facilities. The City and its federal, state and private partners have used various funding mechanisms and incentives to further this initiative.

A major impediment to redeveloping Brownfields sites is the uncertainty regarding potential contamination and the presence of contamination at sites. To overcome these impediments, the City will be conducting site assessments in accordance with the Massachusetts Contingency Plan (MCP), 310 CMR 40.00, at various sites within Springfield.

The city has received a $500,000 award to conduct Environmental Site Assessments throughout the City of Springfield. The budget for contractual work being funded under this RFP is no greater than $470,500.

Proposers should include samples of similar projects – EPA/grant funded assessment programs in municipalities similar to Springfield.

Technical and price proposals should be prepared as economically and concisely as possible. General marketing brochures, as well as any other information not specifically requested in this RFP, should not be included in the proposal. Proposals should be double-sided and printed on paper containing recycled content.

One (1) original and five (5) copies of the Technical Proposals shall be placed in one package or envelope and the outside of the envelope or package clearly marked “Bid #24-107 - Technical Proposal - Brownfield Assessments - Proposal Date: January 12, 2024.” Technical proposals must be sealed separately from price proposals.

One (1) original and five (5) copies of the Price Proposal shall be placed in a separate sealed envelope or package and the outside of the envelope or package clearly marked “Bid #24-107 - Price Proposal Brownfield Assessments - Proposal Date: January 12, 2024.” All price information must be sealed separately from the technical proposal.

All questions regarding the specifications or process of the RFP must be submitted in writing and addressed to the Chief Procurement Officer. No oral interpretation, instruction, or information concerning this RFP given by any employee or agent of the City shall be binding on the City.
Proposers relying on such oral information risk having their response to this RFP deemed unresponsive by the City.

The City will not be responsible for any explanation or interpretation of this RFP, unless such explanation or interpretation of this RFP is given in accordance with this written procedure. The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
