24-036 - Springfield Neighborhood Improvements of Old Hill and Upper Hill

The project shall consist of constructing concrete sidewalks, driveways, and wheelchair ramps in three Springfield Neighborhoods. The project will also include construction of a curb extension to create additional on-street parking and associated thermoplastic pavement markings.

Details of the project are as follows:

Old Hill Neighborhood (Base Bid #1)
• Reconstruction of approximately 1,996 linear feet of cement concrete sidewalks, driveways, and fifteen (15) cement concrete wheelchair ramps.
• Installation of thermoplastic pavement markings.

Upper Hill Neighborhood (Base Bid #2)
• Reconstruction of approximately 2,364 linear feet of cement concrete sidewalks and driveways, and twenty-one (21) cement concrete wheelchair ramps.
• Installation of thermoplastic pavement markings.

Upper Hill Neighborhood (Base Bid #3)
• Bump out Wilbraham Road at Norfolk Street

Upper Hill Neighborhood (Base Bid #4)
• Bump out Wilbraham Road at Waltham Street

The intent of the contract is to perform all work or improvements, in full compliance with the most current Commonwealth of Massachusetts Department of Transportation specifications unless otherwise amended by these specifications. The City of Springfield reserves the right to select the lowest responsible bidder based upon its evaluation of costs.

Bids will be received until 2:00 P.M.: October 12, 2023 by: The Office of Procurement, 23 Court Street, Room 307, Springfield, MA 01103.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
