Bid No. 24-025 – Springfield Fire Headquarters Roof Replacement Project

THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. Please review the instructions in the bid documents on how to register as an electronic bidder. The bids are to be prepared and submitted at www.biddocsonline.com. The City through its Department of Capital Asset Construction is seeking bids for the removal and installation of a new roofing system on the Springfield Fire Headquarters building. Installation of new roof drains in former roof drain locations. Removal of materials containing hazardous materials.

The City of Springfield, invites electronic bids from Contractors through biddocsonline. Bidding procedures are per Massachusetts General Laws Chapter 149 as amended and other applicable statutes. Chapter 149 requires that the Contractor be certified by the State Division of Capital Asset Management in the category, Roofing.

Bids will be received until 2:00 PM on August 2, 2023, publicly opened, forthwith online.

Estimated cost of the project is One Million Dollars ($1,000,000.00). Bidders will be required to pay State Prevailing Wages whenever applicable. This project is subject to the City’s Responsible Employer Ordinance.

Site Visit: Bidders are strongly encouraged to attend a site visit at 605 Worthington Street, Springfield, MA 01105 scheduled for July 26, 2023 at 9:00 AM. Contact: Rudi Hall, Project Manager Caolo & Bieniek Associates, Inc., RHall@cbaarchitects.net, with inquiries concerning the pre-bid site visit. This meeting will provide an opportunity for interested parties to inspect the site and all particulars and resolve questions regarding the scope of work, existing conditions and the specifications.

Bid Forms and Contract Documents will be available for pick-up at www.biddocsonline.com on July 19, 2023 (may be viewed electronically and hard copy requested) or at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167). Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to BidDocs ONLINE Inc. to cover mail-handling costs.

Questions must be submitted in writing to the City (nwalker@springfieldcityhall.com) by close of business on July 26, 2023 for general bidders in order to be considered. The City of Springfield goal of twenty percent (20%) MWBE participation applies. Massachusetts Division of Occupational Safety Prevailing Wage rates may apply. The Chief Procurement Officer/Designee reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.
