at which time the bids will be publicly open and read in the Office of Procurement.

The City of Springfield invites all interested, qualified persons or firms capable of providing the requested services, to submit bids to enter into an agreement to provide redevelopment of Donna Blake Park, 200 Pendleton Avenue, Springfield MA 01109. This bid falls under M.G.L. Ch. 30§39M and other procurement statutes.

Work includes the installation of sediment & erosion controls, earthwork, installation of owner-furnished site furnishings, installation of owner-furnished pavilion, playground and splash pad equipment, trenching and installation of conduit for underground utilities, installation of underground infiltration chambers, cast-in-place concrete work, and landscaping. Estimated value of the contract is approximately $950,000.00. Bid documents can be requested through the City’s website; www.springfieldcityhall.com or in person at the Office of Procurement (during normal business hours) beginning on July 21, 2023.

It is strongly encouraged to attend a site visit on July 27, 2023 at 10:00 AM on site. Jonathan Allard, MCMAHON, will be the contact person (Phone (413) 579-6798; jallard@bowman.com). All questions regarding this bid or its specifications must be made in writing and received by the Office of Procurement no later than August 1, 2023 by 4:30 P.M. (nwalker@springfieldcityhall.com) in order to be considered.

The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts. Massachusetts Division of Occupational Safety and Federal Davis-Bacon Prevailing Wage rates apply. The Chief Procurement Officer/Designee reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
