23-129 - 2023 Roadway and Sidewalk Improvements

Bid documents will be available beginning April 12,2023 at the Office of Procurement, 36 Court Street, Room 307, Springfield MA 01103.Bidders can also request a copy on the City website on the Procurement Department page at www.springfieldcityhall.com.

Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 30 section 39M. The conditions of employment and wage rates, as set forth by the Massachusetts Labor and Standard Division AND Davis Bacon Wage Rates shall prevail in the execution of the work under this contract.

BIDDERS MUST BE PRE-QUALIFIED THRU THE MASSACHUSETTS DEPARTMENT OF TRANSPORTATION. The Massachusetts Department of Transportation will be providing the City of Springfield with an official contractor bid list for all contractors that are prequalified in the specific class of work, under Highway Construction category with a single contract limit at or above the dollar value of the project. The prequalification office will also provide a list of those contractors who have been granted a waiver by the prequalification committee to bid the project. If company/firm, requesting bid documents is not prequalified under, Highway Construction or Pavement Surfacing; bid will be given out for informational purposes only. Estimated total cost of the three base bids and one alternate bid in the project: $7.93 million.

Project Scope: Work includes milling, paving of public arterial, residential and private way residential streets, the construction of concrete sidewalks, driveways and handicapped ramps, at various locations within the City of Springfield. The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.

All questions regarding bid or its specifications must be received by the Office of Procurement no later than April 26, 2023, by 4:00 P.M. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
