Request for Proposals (RFP) Public Works Design/Engineering Services: Phase II Engineering Evaluation and Alternative Analysis/Conceptual Design of Breckwood Pond Dam

At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available beginning January 4, 2022 in person at the Office of Procurement or through the City’s website: www.springfieldcityhall.com during normal business hours.

The City of Springfield seeks qualifications and price proposals from qualified Public Works Design/Engineering Professionals to perform services for the project entitled: “Phase II Engineering Evaluation and Alternative Analysis/Conceptual Design of Breckwood Pond Dam.” The scope of services shall include engineering investigations, reporting and conceptual design development for repairs and rehabilitation of the dam and appurtenant structures to meet recognized design standards for such infrastructure.

There will be an optional site visit on January 11, 2023 at 1:00PM on site at the park Breckwood Pond Dam, Breckwood Blvd., Springfield MA. For questions regarding the site visitation, contact Laura Walsh at (413) 886-5186 and lwalsh@springfieldcityhall.com.

The design fee is to be a fixed fee, not to exceed $120,000.00.

Questions must be submitted in writing to the City by close of business on January 19, 2023 to City of Springfield, MA, Office of Procurement, Hope Button, Deputy Procurement Officer 36 Court St., Room 307, Springfield MA 01103 hbutton@springfieldcityhall.com in order to be considered. The City reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
