23-072 - Springfield Neighborhood Improvements North End, South End & Indian Orchard ARPA, CDBG, CD

Bid documents will be available beginning February 15, 2023 at the Office of Procurement, 36 Court Street, Room 307, Springfield MA 01103 during normal business days, Monday through Friday between 8:30 AM and 4:00 PM. Bidders can also request a copy on the City website on the Procurement Department page at www.springfieldcityhall.com.

Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 30 section 39M. The conditions of employment and wage rates as set forth by the Massachusetts Division of Occupational Safety and Davis Bacon Wage Rates shall prevail in the execution of the work under this contract.

Estimated total cost of the project: $615,000.00. ARPA, CDBG, CDBG-CV Funding

Project Scope: The City of Springfield is seeking to construct concrete sidewalks, driveways, and wheelchair ramps in the three Springfield Neighborhoods. The project will also include construction of a curb extension to create additional on-street parking and associated thermoplastic pavement markings.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
