Request for Proposals for: Purchase and Redevelopment of 58 Itendale Street – Per Bid No. 23-34
RFP will be received until 2:00 P.M. (EST) on: October 12, 2022 by: Chief Procurement Officer, Lauren Stabilo at the Office of Procurement in City Hall, 36 Court Street, Room 307 Springfield MA 01103. The City is requesting proposals for the purchase and redevelopment of 58 Itendale Street (07000-0012) in the Forest Park neighborhood of Springfield, MA. This is a City owned, tax foreclosed property that consists of a 5,000 square foot lot that includes a 1 ½ story, vacant, residential property that is zoned Residence A. The City is most interested in proposals that will renovate 58 Itendale Street to an owner- occupied, single-family house. The City is seeking maximum energy efficiency in the renovation, utilizing green, sustainable, energy methods with a minimization of fossil fuel energy sources. Proposals that include net zero energy usage would be deemed most advantageous. The city will offer a development incentive of up to $217,000 in U.S. Department of Housing and Urban Development HOME Investment Partnership (HOME) funds and Community Preservation Act (CPA) funding which will be available to qualified developers that demonstrate capacity to comply with the requirements of federal funding and who have the ability to meet the development requirements. Property is assessed at $130,100.00

The Chief Procurement Officer may, in its sole and absolute discretion, reject any and all, or parts of any and all proposals; may re-advertise this RFP if so inclined; postpone or cancel at any time this RFP process.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
