at which time they will be publicly opened and read in the Office of Procurement Bid Room. Bid documents will be available beginning April 27, 2022 at the Office of Procurement and on the City’s website, www.springfieldcityhall.com

Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 30 section 39M. The conditions of employment and wage rates, as set forth by the Massachusetts Division of Occupational Safety shall prevail in the execution of the work under this contract.

BIDDERS MUST BE PRE-QUALIFIED THROUGH THE MASSACHUSETTS DEPARTMENT OF TRANSPORTATION. The Massachusetts Department of Transportation will be providing the City of Springfield with an official contractor bid list for all contractors that are prequalified in the specific class of work, under Highway Construction category with a single contract limit at or above the dollar value of the project. The prequalification office will also provide a list of those contractors who have been granted a waiver by the prequalification committee to bid the project. If company/firm requesting bid documents is not prequalified under “Highway Construction” bid will be given out for informational purposes only.

Project Scope: Work includes the construction of concrete sidewalks, driveways, wheelchair ramps, bike pads and thermoplastic pavement markings at various locations within the City of Springfield. Estimated total cost of the base bid in the project: $1.3 million.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.

A pre-bid conference will be held on Wednesday, May 4, 2022 at 8:00AM at the front video conference room within the Department of Public Works.

All questions regarding bid or its specifications must be received by the Office of Procurement no later than May 4, 2022 by 4:00 P.M. to Katie Vegh at kvegh@springfieldcityhall.com . The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
