22-103 - Request for Qualifications: Engineering Services for City's Fiber Optic Network

The City of Springfield is seeking the services of a qualified “Engineer” with the meaning of M.G.L. Chapter 7C, Section 1, to provide professional engineering and project management services for the ongoing construction of a fiber optic network in the City of Springfield, Massachusetts. There is presently a fiber optic plant in place that will be expanded by and estimated 100+ locations (approximately 20 miles).
The estimated cost of the project is $2,000,000.00, and the Engineer/Designer fee will be set not to exceed 250,000.00.

The City is seeking engineering plans, specifications and construction documents for the above-mentioned project work, and continuing through the bidding and project management phases. All work to be performed will be subject to the approval of the Project Manager assigned by the City, as recommended by the Department of Capital Asset Construction (DCAC) and the Information Technology Department (ITD), and further subject to adequate funding authorized by the City.

All questions regarding the RFQ must be made in writing and received by the Office of Procurement no later than January 27, 2022 at 4:30 P.M. in order to be considered. All RFQ responses must be delivered in sealed packages clearly labeled with the City’s RFQ number and firm name to the Office of Procurement no later than February 3, 2022 at 2:00 P.M. All Proposals become the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.

The Engineer’s performance times listed in the table below are requirements, not estimates. The City will review each submission and, if acceptable, provide notice to the Engineer to proceed to the next phase. The estimated total duration, inclusive of review and approval time, is estimated as follows:

Initial Award through 100% (February 7, 2022 to February 22, 2022) 3 weeks

Bidding (March 7, 2022 to March 28, 2022 3 weeks

Construction/Installation (April 2022 to June 30, 2023)

Milestone: Substantial Completion (June 2024) 3 years

The durations for the Engineering Designs and Bidding Phases are estimates only. Actual durations may vary depending upon the agreed upon solution, the extent of the required document revisions, the time require for regulatory approvals and etc.
