At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning November 24, 2021 in person at the Office of Procurement or through the City’s website: www.springfieldcityhall.com during normal business hours.
The City of Springfield seeks qualifications and price proposals from qualified Public Works Design/Engineering Professionals to perform services for the project entitled: “Redevelopment of Blunt Park.” The City is seeking the design services of a Massachusetts licensed civil engineering and planning firm to provide designs, specifications and construction oversight services through the design development, development of construction documents, bidding phase, construction, and closeout phases of this project.
There will be an optional site visit on December 1, 2021 at 12:00 PM on site at the park (1800 Roosevelt Ave., Springfield MA). For questions regarding the site visitation, contact Laura Walsh at (413) 886-5186 and lwalsh@springfieldcityhall.com.
The Estimated Construction Cost (ECC) of the project is One Million One Hundred Dollars ($1,100,000.00). The design fee is to be a set fee, not to exceed Ten Percent (10%) of the total ECC. ($100,000.00)
Questions must be submitted in writing to the City by close of business on December 1, 2021 in order to be considered. The City reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
