22-029 - RFQ for Designer: Central HS Athletic Field Upgrades-Feasibility Study
End date: Wednesday September 8, 2021 at 2 p.m.The City of Springfield (“City”) is seeking the services of a qualified “Designer” as defined in M.G.L. Chapter 7C, §§ 44-57, to provide professional design services design and construction administration services for the project entitled; “Feasibility and Construction Documents: Central High School Athletic Upgrades”, in the City of Springfield, Massachusetts.
The Springfield Central High School (“SITE”) is located at 1840 Roosevelt Avenue, Springfield, MA 01109. As referenced by Chapter 7C, selection for Designer services for the overall project may be done as a distinct two-step process, including the ranking of proposals, followed by interviewing of the finalists by the City of Springfield Designer Selection Panel.
The City is seeking designs, specifications and construction documents for the above mentioned project work, and continuing through the bidding and construction administrative phases, including final closeouts and warranties. As a part of this RFQ, the designer selected will be required to coordinate all of their project scope and work with other designers previously hired for other building systems work at the location. All work to be performed will be as recommended by the Department of Parks, Buildings, & Recreation Management (DPBRM), and the Department of Capital Asset Construction (DCAC), and further subject to adequate funding authorized by the City.
The City shall award one (1) contract to the Designer based the bidder’s experience with similar projects, knowledge of athletic field construction projects, and submittal of a comprehensive and detailed plan. The City reserves the right to waive any informality in the proposals procedure, to cancel this RFQ, or to accept any part of, or reject any or all quotations received as deemed to be in the best interest of the City.
Project funding is subject to the approval of the Project by the City Council of Springfield, as recommended by the Department of Parks, Buildings, & Recreation Management (DPBRM), and the Department of Capital Asset Construction (DCAC), and further subject to adequate funding authorized by the City. The contract between the City and the Designer will include designs, specifications and construction administrative services through the design development, construction document, bidding, construction and closeout phases of this potential project. For phase one, the Owner is looking to have preliminary drawings, specifications and costs estimated. Subsequent phases will include construction oversight.
Project Cost
The Project Cost for this Feasibility Study- Phase One, must not exceed Fifty Thousand dollars ($50,000.00). Total project funding will be pursued based on the recommendations of the Feasibility portion of this project. Assuming the project moves forward, additional funding for project completion- phase two may be negotiated based upon generally accepted industry practices. Depending upon the project scope as agreed upon by the Owner and that are ultimately approved by the City of Springfield.
Project Background
The City of Springfield has allocated funding for a Feasibility study to evaluate existing conditions and prepare construction/ bidding documents for the potential upgrade of existing athletic fields located at Central High School – 1840 Roosevelt Avenue, Springfield, MA 01109. It is the intention of the City through the DPBRM to evaluate existing conditions, make recommendations for the possible installation of turf field (s), supporting athletic structures and general site improvements for a large open area located behind the main school building.

Pre-Proposal Meeting
All interested parties should attend an on-site briefing session/site visit on August 26, 2021 at 10:00 a.m. at Central High School (Rear of Building) – 1840 Roosevelt Avenue, Springfield, MA 01109. (Total time estimated to be 1-1/2 hours).
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
