22-022 - ShotSpotter Connect Software

The City of Springfield Massachusetts (the “City”) through the Springfield Police Department (“SPD”) is seeking bids seeks bid responses from qualified vendors to provide the ShotSpotter Connect Software Early Adopter Program Subscription for the SPD, and to expand the SPD’s ShotSpotter Territory by one square mile.

The purpose of this IFB is to meet the SPD’s needs for providing a ShotSpotter Connect Software Subscription for the City of Springfield Police Department. 2. The Selected Vendor will be responsible for providing all necessary labor, supervision, materials, equipment and supplies for the services specified in this IFB.

The ShotSpotter Connect Software is a sole source/proprietary product of ShotSpotter, Inc. This procurement being conducted pursuant to Massachusetts General Laws Chapter 30B Section 5, due to the anticipated cost of the Subscription exceeding $50,000 over the term of the contract, therefore Chapter 30B, section 7 does not allow a sole source procurement.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
