at which time the bids will be publicly opened and read. Bid documents and specifications will be available at no charge beginning March 26 2021, at the Office of Procurement from 9:00 A.M. to 4:30 P.M., or through the City’s website; www.springfieldcityhall.com. Please refer to the bid number and opening date when requesting. The services included in this bid will fall under M.G.L. Ch. 30B and other applicable procurement statutes.

The Department of Parks, Buildings and Recreation Management & the Office of Housing and Neighborhood Services requires a price agreement contract with a qualified vendor to establish prices to supply services to maintain municipal and school property sites in Springfield. The contractor will supply labor and equipment to perform landscaping services at various City School and Municipal locations. The City retains to option to extend the contract for two, additional one-year periods. The contract is estimated at $1,500,000.00 annually.

The City intends to award a single contract to the lowest responsible and eligible bidder. The initial term of this contract will be for One (1) year, but will include Two (2) one-year in length renewal options, to be exercised at the City’ sole discretion.

All questions regarding bid or its specifications must be received by the Office of Procurement by April 5, 2021 at 4:30 P.M. The City of Springfield goal of twenty (20%) MWBE participation applies. The Office of Procurement reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
