At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available beginning on March 12, 2021 through the City’s website; www.springfieldcityhall.com, during normal business hours.
The City of Springfield is seeking a consultant to perform a feasibility study for a potential Springfield Bike Park. The Bike Park (“PARK”) is to be located in the City of Springfield; the feasibility study will focus on identification of park location and design.
The City may amend the feasibility contract to include from conceptual design into schematic design, probable cost analysis, and construction documents. Total cost of the study is estimated not to exceed 10% of the ECC, which is $65,000.00. Pricing and scope will be negotiated with the top ranked proposer.
Projects is CPA funded. These solicitations are for Horizontal (Public Works) Construction, and is not subject to M.G.L. Ch. 7C§§44-57, but will rather follow a MGL Ch. 30B RFP model procurement to an extent as determined by the City. Proposers must submit written questions no later than March 23, 2021 at 4:30 P.M. (ttheocles@springfieldcityhall.com.). There will be NO scheduled site visits.
All Proposals becomes the property of the City of Springfield. The Chief/Deputy Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
