At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning on February 10, 2021 through the City’s website; www.springfieldcityhall.com, during normal business hours.

The City is seeking the services of a qualified public works engineer to provide professional design services design and construction administration services for the “Redevelopment of Loon Pond”. This solicitation is for Horizontal (Public Works) Construction, and is not subject to M.G.L. Ch. 7C§§44-57, but will rather follow a MGL Ch. 30B RFP model procurement to an extent as determined by the City.

Proposers must submit written questions no later than February 18, 2021 at 4:30 P.M. (ttheocles@springfieldcityhall.com.). There will be NO scheduled site visit, but proposers are encouraged to see the sites in question (all open to public access).

The City of Springfield supports the goal of twenty percent (20%) minority and women (MWBE) participation in all contracts. All Proposals becomes the property of the City of Springfield. The Chief/Deputy Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so.

No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
