21-046 - Asbestos Removal and Site Clean Up Work at Former MCDI Building

The City of Springfield invites sealed bids from contractors for Asbestos Removal and Site Clean-Up Work at the former Massachusetts Career Development Institute (MCDI) located at 140 Wilbraham Avenue, Springfield, Massachusetts in accordance with the documents prepared by ATC Group Services LLC (ATC) dated September 23, 2020.

The Work under the Contract consists of removal and disposal of asbestos-containing building demolition debris from the rear section of the site which was damaged by fire in 2017. All demolition debris shall be removed and disposed of as co-mingled asbestos-containing waste in accordance with a Non-Traditional Work Plan (NTWP) approved for the site as outlined in the Contract Documents.

The Project is estimated to cost $750,000.00

The project will be awarded to a qualified Contractor who is DCAMM Certified in “Demolition and/or Asbestos Abatement”. General Bidders must include a current DCAMM Prime Contractor Certificate of Eligibility and a signed DCAMM Prime Contractor Update Statement.

Bids are subject to M.G.L. c.149 sec.44A (2) (B) and to minimum wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive and Springfield Responsible Employer Ordinances (REO).

Sealed general bids will be received until 2:00 p.m., Wednesday, October 7, 2020 and publicly opened, forthwith at the City of Springfield Office of Procurement, 36 Court Street- Room 307, Springfield, MA 01103

Mailed Bids should be sent to the City of Springfield Office of Procurement, 36 Court Street, Room 307, Springfield, MA 01103, Attention Lauren Stabilo, Chief Procurement Officer, received no later than the date and time specified above.

Pre-Bid Conference: A MANDATORY pre-bid conference and site walk-through will be held on Wednesday, September 30, 2020 beginning at 10:00 A.M. at the site. This meeting will provide an opportunity for interested parties to inspect the site and all particulars and resolve questions regarding the scope of work, existing conditions and the specifications.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
