at which time they will be privately opened and read in the Office of Procurement Bid Room.

Request for Qualification / Proposal Package will be available beginning September 23, 2020, at the Office of Procurement. Bidders can request a copy of the RFQ/P on the City’s website on the Procurement Department page at www.springfieldcityhall.com.

The City of Springfield, is seeking qualification packages from engineering firms to provide professional engineering services to prepare survey, design plans, specifications and construction related services for a MEMA / FEMA funded construction project. Work includes, but is not limited to the reconstruction / repair and / or replacement of various drainage infrastructure components on South Branch Parkway at its intersection with Briarwood Avenue. The Engineer will be required to complete all phases of survey, design, specifications, permits, estimates, etc. required by MEMA / FEMA and the City of Springfield. The exact project scope and design fee is set by the grant award from FEMA.

The Chief Procurement Officer/Designee reserves the right to reject any or all responses if in the best interests of the City. The City of Springfield goal of twenty (20%) MWBE participation applies to this project. As the service is exempt from the Uniform Procurement Act and the Designer Selection Law, the City will instead follow a traditional Request for Proposals (RFP) model, reserving the right to deviate from that model if necessary

The City of Springfield will hold a non-mandatory pre-submission conference on October 6, 2020 at 10:00 A.M. at 70 Tapley Street, Springfield, MA 01104, or via ZOOM. All questions regarding RFQ or its specifications must be made in writing and received by the Office of Procurement no later than October 9, 2020 by 4:00 P.M. (ttheocles@springfieldcityhall.com)

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
